(Office 2007)
We are developing a new 'style' and there is a special color-palette coming with that. My idea was to 'do something' to Word & PowerPoint to allow users to preferably see that color palette when they open the font color drop-down. So these should be Custom colors. Can this be done somehow?

You can't change the built-in color palettes for font color or background color.
Using a ribbon editor you might be able to add a button with your own custom palette.

Can't I influence the theme colors somehow? With code? Are the theme and standard colors always the same then?

You can create your own custom color themes. If the user selects a custom theme, its theme colors will be displayed in the font color dropdown. Wouldn't that be sufficient?
