How do I change the "Open With" settings?
By this I mean to make the associated program open maximised.
I can remember a useful dialog box in Win98 but cannot find it in XP

Most applications "remember" whether they were maximized last time you used them. (Internet Explorer is a notorious exception)
You can specify how a shortcut to a document or application is opened: right-click the shortcut, select Properties and select the preferred window mode from the Run dropdown:

I came back in to the lounge to post that I thought i had found a workaround (at least) and you had posted the comment about remembering. I found that if I opened with and then maximized closed and reopened it would remember.

I have found that MOST of these IE "notorious Resized" openings are because there was a "Pop under" and it was the last pane that was closed.
