I have another laptop running Outlook 2003 which also has offline folders for the same email account and that does not have the same problem.
This issue happens identically EVERY TIME that I edit a received email. The most common thing that I do is to remove an attachment and replace it with the filename, but it happens even if I just edit the message to add a random line of text. I only ever do this when I am online to the server, so I don't know what would happen if I was offline when I do the edit.
After I edit the message I can see the edited version in the reading pane, but I also get a new message in the Sync Issues folder, which looks like this.
If I open the received email again then I can see that my edit has disappeared. From:

Even more strange, if I then edit the same message again and make the same changes then everything works properly.
I have tried saving my changes, waiting a minute or so, and saving again, but this did not help. I have to close the email, get the conflict and then edit again. I have run SCANPST to repair any issues in my OST file (offline folders), but this didn't help.
Any suggestions?
