I have a master with several text-placeholders on a slide. When a user applies this template, (s)he can enter text in each of the boxes on these slides.
Normally the text should not use bullets and have no indents etc. However IF the user decides to use a bullet list and clicks the bullet-list button, I'd like to control the indent and tab for each level in the master somehow (as the boxes are small, the defaults are not OK for me).
I can do this in the master IF I show bullets in the text box but as I said, my default is to use un-bulleted text.
How do I do this (using PPT 2013 or newer in Windows 7 or 10)

No, if I show no bullets in the master, they won't show in the presentation. If I do show bullets in the master they will show in the presentation.
I want the default to not show bulleted text. Only when the user applies a bullet, it should follow the master (but I can't because if I don't want bullets to show by default, I can't define it in the master...)

I agree with Stuart. The simplest way to control this is having two slide layouts.
1. Title and Text (without bullets)
2. Title and Text (with bullets)
The user can then select the layout depending on if they want text or bullets, and you have full control over the layout and bullets from the master.
