I use a Toshiba Satellite note book with a Samsung 22" 2 ms 3000:1Dynamic contrast external monitor(2007) no idea what the model number is....
Yesterday, we had a 3 hr power failure. This morning I can't get my external monitor to work.
It will blink for a millisecond, then stays black.
I tried going into control panel and adjusting mobile settings to display on the monitor but no luck.
Any help will be appreciated.

The first thing to do is to work out if this is a problem with the monitor or the laptop (or possibly the cable if it is separate).
The easiest way to do this is to borrow another laptop and another monitor and check which combinations work.

Please excuse me for asking the obvious: have you checked that the power cord and the video cable connectors are seated properly?
Can you test whether the monitor works with another computer? Can you test whether another monitor works with your laptop?

It looks like everything is connected properly, it all worked fine prior to the power outage, I don't believe mynotebook shutdown during this time(stayed on using battery power)
I'll check all suggestions when I can get to a friends house and get back to you.

I connected to another computer and got the same results. It flashes for a millisecond then just black.

So there's something wrong with the monitor - perhaps a blown-out capacitator. Unless you're good at electronics, I wouldn't fiddle with it, but turn it in for repair.

It was the capacitors. My son came over with my grandson and while I played with him, my son went to Radio Shack and changed out 6 capacitors. Quite a Fathers Day Gift.
