I have encountered a white block on the screen where some information resided. I believe this is due to the display screen not refreshing. Other than rebooting is there a way to resolve this?

Does scrolling down and up, or closing and reopening the window resolve it? If not, a reboot is probably in order.

Scrolling down/up did not resolve it but closing the only open Excel window did. I'm not sure why the white block would have appeared in the first place.

It's a glitch with the video memory. Closing Excel apparently forced Windows to refresh the memory.
