For whatever reason, if I boot into the Win 10 partition ( dual boot with Win 7 ) and I go into Windows Explorer or whatever it's called in 10, if I look at Win 7, it does not show all of the files that are in the 7 folders. For example, I have a Desktop folder in 7, called Downloads, where I have DL some files. Win 10 just shows an empty folder with no files listed there?
Why doesn't 10 see all of the contents of the 7 Desktop folder? I have the folder options set to show all files and hide none, in both versions.

Go to Start, Settings, and then Accounts.

I finally moved myself to sign in to Win 10.
Under accounts it shows that I am signed as Administrator and as a Local Account.
Any pertinent ideas?

Since you are looking at the Windows 7 partition, form Windows 10, then it just may be a permission issue.
Also with Windows 10 have you set the System and hidden files to be shown?
Remember that you are using a different account when viewing files in this manner. You are not looking at the files of the account you are using, even though you are using the same account name on both OS's.
I do not have a duel boot system to check this out.

The system and Hidden files are not hidden and are shown.
Not sure where to check permissions for this action.
Does anyone else have W7 and W10 on dual boot? if so, can you check if while in W10, you can see all files in the W7 partition?

YES, you account names may be the same, but EACH OS thinks that there are different.
This is NOT like networked computers where the same name and password are use on each machine and are active.
Since only one OS is active, it thinks you are not you on the other partition.
