Can you enable ansi.sys in a Win 8 environment? I searched for ansi and nothing Is it even possible to display ansi characters or extended ascii characters?

This is not a field of expertise for me but I did track down a web page that refers to Ansi.sys and having to install it in the C:\Windows\System32, applicable to these versions: (Windows XP, Vista, 7, 8).
Not sure if that answers your first question though.

All Windows versions, including Windows 8, support the UTF-8 (ANSI) code set. Ansi.sys isn't needed for that (it was a device driver for MS-DOS).
