Never had this problem before.
With Word 2016 for Windows, shading doesn't completely fill a cell in a table.
This results in a very unpleasant appearance.
Is this a known issue?
I can't find any similar complaint in google search.

Are you sure you applied shading to the cell and not the text (paragraph)? Selecting either of these two will produce different results in shading.
Only cell shading will fill the cells completely.

I'm bumping up this question, because the issue arises with a regular paragraph too.
As this screenshot shows, the "fill" command under Shading fails to fill the text background.
This happened with Word for Windows, and now it's happening with Word for Mac too.
Nobody had this experience?

By the way, your original question was about cells in a table. Your sample document doesn't contain any tables...

If you select the first paragraph, then press Shift+left arrow to exclude the paragraph mark from the selection, then select green from the Shading dropdown, the white background will become green.

But I've since noticed that this problem exists in both cells and paragraphs.
Hence, I modified the subject title too.
I can re-create the problem in a table cell too, but the sample document with paragraphs should give you the idea.

I also notice that the first paragraph has a different style, named "1 2". If I apply that style to another paragraph, the text also has a white background. Apparently it is part of the style definition.
