Unable to connect laptop to iPhone's personal hotspot

I am trying to activate the Personal Hotspot on an iPhone 6 in order to connect my laptop. I have turned on the Personal Hotspot under the iPhone's Settings and then attempt to connect wirelessly. However, this returns the message “Cannot connect to this network.”

My laptop is able to connect to other Wifi networks, including that in my home, so I do not believe there is a defect in my laptop's ability to connect to Wifi signals. Moreover, a second computer that I tested is able to connect to my iPhone, so I do not believe there is a defect in my iPhone's ability to project a Personal Hotspot.

However, my laptop is not able to my iPhone. What might the issue be?
