Windows 10 allows one to create a user account and assign only one application to that account. Is it possible to limit access to two or more applications such as Excel and Word?

The Enterprise editions of Windows 10 have a feature called AppLocker that does what you want - see Lock down Windows 10 to specific apps. This feature is not available in Windows Home or Pro.
