In these parts, "cloudy" would take more than 50%. OTOH, I don't think "full moon" qualifies for 25%. From somewhere after first quarter to somewhere before third quarter, maybe 20%. I know, it's nitpicking, but I like to get my excuses right.

Looking at Southampton climate data, I'd estimate (very roughly) that there is cloud cover about 65% of the time.
However, often it's cloudy during a full moon. Or when there's family or work commitments.
So I'd put it into the too hard basket.
Along with astronomical photography in general ;-)

Must admit, I did think the same thing! Then I thought maybe it's an average over a year, then I thought, since a full Moon is a moment in time then it must include first quarter to last quarter. Then I thought, no, wait, it's just a joke!
Didn't think of that!
