So when I’m writing about a city’s crane, I use an apostrophe to mark the possessive, as in “This City’s Crane”, right? Why can’t a use that apostrophe for some cities?
“St George’s” is the town, so it’s municipal building should be “St George’s’s municipal building”.
And the city of “St John’s” having a tower crane (as distinct from Toronto’s 168 tower cranes) should be “St John’s’s crane”

To start with, "it’s municipal building" should be "its municipal building".
"St George's" means the town of St George, so its municipal building is the municipal building of [the town of] St George, thus "St George's municipal building".
I suspect you are overcomplicating the matter!

Not sure where St George (or St George's) is located, but the capital city of Newfoundland and Labrador is officially called St John's (with the apostrophe).

I stayed in the Palace Inn and asked the owner about the apostrophe. he said he had no idea why it was there.
That's why I am fascinated by the two towns and their possesives.
P.s. Don't confuse St John's NL with St John NB.
