How thunderbolt 3 USB-C is able to provide 40 Gbit/s ?

the maximum speed of thunderbolt 3 protocol is 40 Gbit/s, the connectivity behind that USB-C port is four lanes of PCI Express Gen 3
the maximum speed of it is 32 Gbps , so the question is how thunderbolt 3 is able to provide throughput that exceed the Computer bus (four lanes of PCI Express Gen 3) ?

According to this site
you can have up to eight lanes of DisplayPort 1.2 data going back and forth, as well as four lanes of PCIe Generation 3

Does this means that i have a total of 12 lanes of of PCIe Generation 3 that throughput 96 Gbit/s ? (64 Gbit/s for 8 lanes & 32 Gbit/s for 4 lanes)

so thunderbolt 3 USB-C port can get 12 lanes of PCIe Generation 3 ?

The specs that I saw gave a maximum total throughput of 40Gbit/s
