(Correct Forum?)
I have in mind running a test on download speeds once per hour for a couple of days.
It seems to me that a DOS Batch file with an appropriate WAIT command is the way to go.
I have run speed tests on a variety of web-based servers, amongst them Speakeasy and Rogers. There are many more.
I have not been able to locate a web site that can be invoked, somehow, from a DOS batch file and would love to learn of one.
The argument against a DOS batch file hammering a web site is obvious: One or two users might be able to bring a server to its knees by use of too-frequent a sample, but a batch-permitted server would probably allow for that and inhibit repeated tests within some time limit, say 30 minutes.

I presume you are going to be using WGET to download a file from a website and time how long it takes?
Then all you have to do is to wait for the appropriate length of time before doing the next WGET.
(Or Task Schedule the WGET BATch file appropriately.)
