Dear Community,
I have two user account in my computer. One is Admin account and another one is user account. I want to give the Read Only Permission to User Account for specific file. Now i am trying to Give Read Only Permission by selecting Object Name "Users". But I couldn't Open in Admin Account too. How to give specific user account only.

Dear sir,
How i tried is first I logged into Admin (Windows 10 Operating System) account then i choose the file then
Right Click--->Properties--->Security--->Advanced--->Disable Inheritance--->Double Click Users--->Type Allow---> In Check Box Read only--->Apply--->Ok

No sir. i didn't get an any error message sir. But after i done as i said i couldn't open the file. Because i tried this method in Excel file. When i am trying to open in Admin account it said that file extension is changed or file is corrupted. Then i gave full permission. Then i can open the file. But i want to give Read only permission for User account and give full permission for Admin Account. Did i do Something Wrong sir? Why it's not working?

As you have discovered, the Users group includes admins.
What you need to do is to give Users either Read or Read & Execute permission. ALSO give Adminstrators Full control permission.
IF you disable inheritance then you need to explicitly allow the access you want to allow.

Thank you so much sir now only i clearly understand what is inherited permission and explicit permission. I studied in microsoft website and watched youtube. Now i learned how to restrict the file or folder. Here i attached one file to show how to give permission read only for specific user. it will help someone. I prepared this file by the help of various websites. If there is any correction kindly correct me. Once again thank you all
