Edge import/export favorites

Well Edge did it to me again. My backup lap had Edge "update" over the year, well it forgot every bookmark that it had in memory.
Ok went to the web to exports favorites, got instructions and created a favorites_1_6_23.html. copied that into a flash drive and pasted into the effected lap. Opened Edge again and went through the process of importing favorites, it said it was successfully completed BUY no favorites were imported for the affected Edge to open. I doble clicked on the favorites file, the information is present but Edge didn't open it. How can I get the favorites to show? Note I did shut edge down and reopened it but that didn't help. Is it necessary to reboot? change browsers?
