Add anew custom format to existing list
Is there a way to add custom format to the existing "default" list?

When you create a new custom number format, it will be added at the bottom of the list of built-in formats in the Custom category in the workbook where you created it. It will be saved with that workbook.

What you indicate may be true, I haven't checked it. However, in my particular question it doesn't work, as I'm dealing with a new spreadsheet every day. I was looking to add the special to the default list so I could select it every day instead of finding the closest match and then editing that close match.
In may procedure I download a .csv file and then work on it formatting etc. Then save as a .xls file.

You might save a workbook with a cell with the desired format. You can then use the Format Painter to transfer that format.

Format Painter is a button in the Clipboard group of the Home tab of the ribbon.

Is it possible to select a cell in the "correct format and then paste special formats to the cells you want to modify?

Yes:
This is roughly equivalent to using the Format Painter.
- Select a cell that already has the 'correct' format.
- Copy it by pressing Ctrl+C or by clicking the Copy button in the Clipboard group of the Home tab of the ribbon.
- Select the cells that you want to format.
- Click the lower half of the Paste button in the Clipboard group of the Home tab of the ribbon, then click Formatting.
This is roughly equivalent to using the Format Painter.
