Conditional formatting formats all the cells

Hello team,

I have an excel sheet and I want to color only the cells that have value : <25.

=O6="<25" and apply to a range 06:050.

There is array formulas in the blank cells.

Excel formats all the cells and change the cell color in the range even the cells don't have <25!!

I found what the problem is: the problem was that I did $O$6 instead of doing this $O:6.
