Cause Excel spreadsheet to continuously scroll with arrow keys

I am in an Excel file. I want to scroll down. Pressing the down arrow causes an entire row to move off the screen and for the following row to display. The row is very long. I don't want the down arrow to cause the entire row to move off the screen. I want it to just scroll down continuously so that pressing the down arrow once causes the bottom 2/3 of the row to display, then pressing it again causes the bottom 1/3 of the row to show up and the top 1/3 of the next row to show up, and then pressing it again makes the top 2/3 of the next row to show up, etc., without having the page file continuously jump from row to row when I press down. Is this possible?

Click and hold down the middle mouse button The mouse pointer should change to a four-pointed arrow), then move the mouse slightly upwards or downwards.
