Encryptions or the permission restriction

I’m using Office 2007 and I have this workbook that will not run macros, when I open the workbook I receive a security warning.

My macros are set to enable, so I know that’s not the problem.
How do I remove the encryptions or the permission restriction of this workbook?

Let me see if I understand the article:

• If I create a VBA application (WD,XL,PPT) in Office 2007
• And password-protect it
• And save it in Office 2007 format encrypted format (.XLSM)
  ...
• And email it to a person who is not using an "approved" scanner, then the macros are disabled?

Just curious as to how many scanners wouldn't meet the Microsoft API standards.
