Is there a shortcut that can be used in Office programs (or Windows programs in general) to Keep Text Only when pasting that is more streamlined than pulling up the context menu and then selecting Keep Text Only or pasting and then pressing control and selecting Keep Text Only?
I understand ctrl + shift + P works for pasting text only in Chrome. Is there a way to program that shortcut globally in Office or Windows?

No, there isn't.
You can create a macro in Word in your default template Normal.dotm to paste text only, and assign a keyboard shortcut to it.
Similarly, you can create a macro in Excel in your personal macro workbook PERSONAL.XLSB to paste text only, and assign a keyboard shortcut to it.

Yes - it'll be rolled out to "ordinary" Microsoft 365 users at some point in the future.

The link you posted is dated MAR 7, 2023. It states "No matter what you call it, the Paste Text Only shortcut is now available in Word for Windows and Word Mac." The other option is to change the default paste option in office. This works for users like me who want to paste text only most of the time, since the work of going back and having to adjust the paste type is less than if pasting with formatting by default.
I managed to figure out how to change this setting in Word, but not in Outlook.

The new keyboard shortcut was/is only available to Microsoft 365 Insiders - users who have signed up to receive updates that are still being tested.
In Outlook, select File > Options.
Select Mail.
Click Editor Options...
Select Advanced...
Scroll down to the Cut, copy and paste section.
Specify your preferences there.
