I have been seeing this before our last snowfall, without thinking about it.
What significance is the count (=9) factor?
If I open a thread , does that increase the count by one value for each image in the thread?
If I open a thread and scroll through it just once, does that increase the count by one value for each image in the thread?
If I right-click on an image and save-image-to-file, does that increase the count?
If I scroll backwards (PgUp) through the thread does that increase the count?
And any other actions that I could dream up.

So it is really count of the number of times the post has been visited by any member or guest, but assigned multiple times, to each image in the post?

Yes - the view count of all pictures in a post is the same: the number of times that post/thread has been opened.
