Hi All,
I want to have a jump page with just my favorite forum sections, but I DO NOT want email messages saying there are new posts in these sections.
How do I do that?

The only way I know to do that is to create a local .html file on your PC

I have done that in the past to read comics but I forgot I had even done that.

No, unfortunately. The software Eileen's Lounge runs on does not have the equivalent of the Personal Control Panel of the old Lounge. Some of the board styles (skins) have the option to collapse categories you're not interested in - Aeroblack and Rainbow Pearl among the currently installed ones:
