Hi,
We've got a lot of people at the office playing on the internet and would like to lock down where they can go as well as track it. Is there a software that is reasonable in price (free would be great) that will do this reasonably well. These guys are pretty smart at getting around things.

Do you run a office wide firewall?

You should check the firewall to see what it offers. Many have site blocking & logging.
