IE links to data not refreshing

IE links to data not refreshing
With win 7 and IE 11, newly installed are not updating.
the two links are:
http://www.cboe.com/data/PutCallRatio.aspx" onclick="window.open(this.href);return false;
http://www.cboe.com/micro/vix/historical.aspx" onclick="window.open(this.href);return false;
The latest date that I see on these two sites is 11/23/2016 and should be 11/29/2016
I'm sure there is a setting that needs to be tweaked.
Any suggestions to enable the data to download correctly?
Also what key stroke to enable the menu on top of the pages? (file, search etc.)
The download problem exists in FireFox, even though this is a IE forum.

The comment was to indicate that the pronlem existed across two browsers.
What to look at?
On each page there is a link to x date(different for each to Present) and download a csv file.

It appears to work correctly for me in IE11 and in Firefox 50.0.1 on Windows 10, e.g.:
Result:
(I zipped the .csv files since .csv is not allowed as attachment)
Pressing the Alt key will unhide the menu bar both in IE11 and in Firefox.

Good for the Menu.
My download in IE has last date of 11/23/2016
Firefox is 11/28/2016.
I see that yours is good, what could I change in settings to download the correct data, as you have?

Are you sure this is not just a cache issue? Try forcing your browser(s) to get a fresh copy of the page from the server, i.e. hold down the shift key and click reload (the end of the address bar).
I suggest this because at work if I ask my IT people to upload a new PDF to our website it and they report back, job done, I frequently do not see the new file they've uploaded until I force my browser to completely refresh the page.

Your icon is appropriate.
For we dummies "hold down the shift key and click reload (the end of the address bar)."
Are you suggesting that when the main page(s) are loaded? The secondary download link I'm not sure what you mean.
EDIT: Tried with the main links i.e.http://www.cboe.com/data/PutCallRatio.aspx" onclick="window.open(this.href);return false; Got same results. 11/23/2016

I deleted temp internet, cookies and history nd I will try again.

After deleting the previous mentioned internet features, I opened on of the links http://www.cboe.com/data/PutCallRatio.aspx" onclick="window.open(this.href);return false;
and downloaded the correct last dates.

Go to Settings (the gear icon) | Internet options | General tab (Browsing history section. Click on Settings. Click on "every time I visit the page" under "Check for newer versions of stored pages".
You may also want to change the size of the disk space used for the Temporary Internet files. If you have a decent broadband connection there is no good reason for 250 MB to be used particularly if you visit dynamic web sites.

Changed the setting from automatically to every time visited didn't change 250MB, yet.

I'm still having issues with one of the http://www.cboe.com/data/PutCallRatio.aspx" onclick="window.open(this.href);return false; with all the changes made.
My downloads still have the date 11/29/2016.
The other link is providing correct dates.

Have you cleared your Temporary Internet Files?
Try right clicking on the download link, select "Save As", save to a different location.

Clearing the Temp files, again, the data is again correct. Why does the machine require clearing the Temp files every time. This is a new behavior not observed before the OS reinstallation.

Will wonders ever cease. Today for the first time in nearly two weeks both links have current data.
