What is the IE Safety Button?

I'm having some difficulties downloading SketchUp Extension Warehouse files. I sought help on the SketchUp Forum and was told to use IE to try to solve the problem.

So, I loaded IE - for the first time in a year or more, I think - and realized that I didn't know how to clear cookies and browser history in IE. Searching produced these instructions...

... but what is the Safety Button and where is it on the screen? (ss below)

This is what I can see on IE11

Another way to get rid of cookies, history and more, is to open CCleaner (assuming you have/use it).
Ensure the appropriate check boxes under Internet Explorer or checked and click Run.
