Laptop does not go to sleep after inactivity

In my settings, my computer is set to go to sleep after 30 minutes of inactivity while plugged in and then to go into hibernation mode after two hours of inactivity. However, my computer never goes to sleep or to hibernate unless I manually force it to. How can I get the settings that I have programmed in the control panel power plan settings to take effect?
