This is my silly Sunday question:
I recently reset my windows 10 PC. Afterwards whilst tweaking the settings to my liking,I pinned the Recycle Bin to the Start Menu. Once there, I want to move it into a specific group. Every time I move it, it just returns to the original location on the Start Menu. I can move any other icon to different groupings. Is this a Windows 10 thing? I can't compare it to anything because my laptop is Windows 11.

Have you tried unpinning the Recycle Bin from the Start menu, then pinning it again?

Not that it helps, but I just tried this and I could drag the Recycle Bin into a group in the obvious way.
Did you try removing the Recycle Bin icon from the start menu AND the desktop, and then adding them back? (For desktop icon right click the screen, Personalize, Themes, Desktop icon settings)

Do you have any third-party program that modifies or takes over the start meny?
Have you run DISM & SFC to check your install health?
Have you considered a WIndows refesh?
If this is recent, do you have a restore point you can try?

You may find a solution here.
Restarting the Windows Explorer from the Task Manager may solve this issue.
