Each time I launch Chrome, I get an error stating:
"Restore pages? Chrome did not shut down correctly."
No matter how many time I shut down Chrome by X'ing out or pressing ctrl + W, this error returns. How do I stop the error and get Chrome to navigate directly to my homepage?

Try these two steps first:
1) Delete your cache, history, and other browser data
Quit and restart Chrome. If the problem still occurs:
2) Reset Chrome browser settings
If that doesn't help, we'll have to consider other measures.

I tried deleting my cache, history and other browser history and resetting Chrome's browser settings, but the same error regarding Chrome not shutting down properly continues to recur.

Try the following:
Close Chrome.
Start Windows Explorer (or File Explorer, depending on your version of Windows).
Go to
C:\Users\<username>\AppData\Local\Google\Chrome\User Data
where <username> is your Windows login name.
Delete the Default subfolder of the User Data folder.
Restart Chrome.
Close Chrome.
