Did you set the Link Master Fields and Link Child Fields properties of the subreport the same way as on rptOperator?

No I didn't sorry! I thought I had copied everything over.
Is it possible to show the check box whether its been resolved or not. This report goes to management to show all issues reported and which ones are resolved.

You can add a check box to the Detail section of the subreport, and set its Control Source to Resolved.
