Finding a Location using MCC, MNC, LAC and CellID

Hi,

I know this might be a tall ask, but instead of trying to re-invent the wheel, has anyone managed to find a location using MCC, MNC, LAC and CellID using MS Access and VBA or Excel VBA?

I Googled this & there are examples using C & other languages with which I'm not conversant.

Your assistance would be greatly appreciated.
