PPT 365 has two options for incorporating video into a PPT:
1. Insert Video: Insert ribbon | Media icon (on the far right) | Video | This device | browse to the video.
2. Record Slides: Slide Show ribbon | Set Up tab | Record Slide Show | Record from Current Slide
When Option 2 is selected, a video is inserted on the bottom of the PPT. A still of the subject of the video appears as an image before the video is played.
When Option 1 is selected, a video is inserted into the PPT, but it appears as a black rectangle without any image of the subject of the video. The black rectangle then appears as a video when played.
Is it possible to get option 1 to display the video as an image rather than as a black rectangle?

I think you mistyped something - you have "When Option 2 is selected" twice.
When I insert a video using option 1, the video shows as an image on the slide.

I have corrected it. When Option 2 is selected, I get a black rectangle when I am viewing the slide in PPT. When I click play, I see the video. When it is not playing, it is a black rectangle.

Option 1 (Insert Video: Insert ribbon | Media icon (on the far right) | Video | This device | browse to the video) is when I get a black rectangular placeholder for the video. I want that placeholder to appear as a still of the video, which is what I get in option 2.
I am not sure how you are getting an image to display for option 1 (inserting a video). I am using Office 365 Enterprise and inserting an MP4.

I am using Office 2019 (the non-365 version)
I activate the Insert tab of the ribbon, and click on Video > This Device in the Media group.
I select a .mp4 file from my SSD, and click Insert.
Example result:

I discovered the problem. The first few frames of my PPT were black.
I was able to fix this by selecting the video and going to Playback | Trim Video and then trimming the first few frames of the video out.
