How can I program a shortcut in Microsoft Word so that whenever I have text selected in any templates or style and press ctrl + shift + A the text becomes all caps?

That is a built-in keyboard shortcut, so you don't have to do anything.

You might not need to as there is another way to achieve this already built into Word.
Once the text is selected, if you type Shift + F3, Word will toggle the text through Title mode (Initial capital rest in lower case), then Upper case, then back to lower case.

Note though that Ctrl+Shft+a only formats the letters as all caps. It does not change the character codes as does the change case toggle (Shft+F3).
