Error when attempting to upgrade to Windows 10

Does anyone have any experience with either of the following errors when attempting to upgrade a Windows 7 computer to Windows 10:

Windows10UpgraderApp.exe – System Error
The program can’t start because api-ms-win-core-libraryloader-l1-1-1.dll is missing from your computer. Try reinstalling the program to fix this problem.

There have been several complaints about this error recently. It looks like Microsoft messed up the upgrade process in a recent update. I'd wait a few days to see if it is cleared.

The error continues.

I have the missing file (api-ms-win-core-libraryloader-l1-1-1.dll) on another computer running Windows 10. It is in C:\Windows\WinSxS\x86_microsoft-windows-m..namespace-downlevel_31bf3856ad364e35_10.0.15063.0_none_7c5a1866018b960d. Is it possible to copy that file to the laptop that I am trying to upgrade? If so, where do I copy it to?

I have a 27 GB Windows folder in my C drive. Are there installation files in there that I can copy to the other computer?

I also have a 20 MB Windows10Upgrade folder on my C drive, which contains the file Windows10UpgraderApp.exe. However, when I copied that folder on the laptop that I am upgrading and tried to run the file, I got the same error message above about api-ms-win-core-libraryloader-l1-1-1.dll missing.

From Error while upgrading to Windows 10:
Replace C:\Windows10Upgrade\wimgapi.dll with the one from C:\Windows\System32\wimgapi.dll

No luck. And I also verified that the computer that I am trying to upgrade contains the file
api-ms-win-core-libraryloader-l1-1-1.dll
in the folder
C:\Windows\WinSxS\x86_microsoft-windows-m..namespace-downlevel_31bf3856ad364e35_10.0.15063.0_none_7c5a1866018b960d
I thus do not understand why the installer is indicating that the file is missing from the computer.

I'm going to give up on this since it seems Windows 10 is not necessary for OneDrive anyway.

Do you have to register the dll, or does it self-register, or does this not apply at all?

I think you'd like the way OneDrive works with the Windows 10 Fall Creators Update. Have you tried using the upgrade assistant? Have you tried using the Media Creation Tool?
