Windows 7 Firewall: Incoming Rule For Port

I am having a challenge with Windows 7's Firewall and keeping a port listening. I can create the incoming rule to the particular port without a challenge. It is when I use "netstat -a" to see if the newly created port is listening. After I created the rule, I rebooted and then run a command line for "netstat -a". Sometimes I can see the port listed and listening. If I wait a few minutes and run "netstat -a" again it will not show as listening.

Your suggestions are appreciated.
